By this Charter a Legislative Code shall be formed. The Legislative Code shall provide a legal and functional framework for the good operation of local, regional, national and multi-national parliaments, including (but not limited to) parliamentary practice, parliamentary procedure, precedence and resolution. |

Structure of Legislative Code |

The Legislative Code shall be structured into chapters, which in turn are divided into articles and then one or more clauses within each article. |

3. Parliamentary Code of conduct
4. Parliament power and rights
5. Parliamentary responsibility

10. Parliamentary Party Representation
11. Parliamentary Non-Bill Motion Debates
12. Parliamentary Bill Debates
13. Parliamentary operating procedures |
